Downloaded a driver but doesnt install

I followed instructions on how to delete them completely and there's no HP printer driver on my computer or any printer driver for that matter. When I click on it and open printer app, it opens HP Smart. I click Print, Install to Print pops up with a 4 step dialog to install the drivers. I click Add Printer and it refreshes and says the printer that I want isn't listed. I click that and then there's an error message that says, Windows Can't open Add Printer.

Access Is Denied. It stops at Install Failed - The software required for your printer could not be installed. I've done this at least 3 times.

I have used the Install Wizard, the Print and Scan Doctor, and turned off the firewall and Antivirus program and tried everything again.

The drivers download, but do not install. I can't even find the Windows Built-in drivers anymore.. I will keep trying and fiddling Windows found drivers for your device but encountered an error while attempting to install them The printer is found on the network, it's connected and ready.
