On further investigation, this seems to be a fairly common issue which was fixed by Microsoft. Click on Accounts. Once you have created a new user account, in Settings, in the same screen, select the newly created user account and click on Change account type. In the next screen, choose Administrator and save.

The new account now has admin rights and can open any Windows apps. Reboot your computer and sign in using the new account. You can later transfer the data from the other account to the new one.
